The 94th Ohio General Assembly in 1941 authorized formation of soil conservation districts for the purpose of developing and implementing programs for the conservation of soil, water, and related resources. SWCDs are legal entities of the State of Ohio and are administered by boards of five supervisors who serve staggered three-year terms. SWCDs obtain funds from boards of county commissioners, the State of Ohio, and local donations. SWCDs provide their community with technical assistance, educational programs, and detailed information about soil and water conservation. They work with the USDA Natural Resource Conservation Service, Ohio Department of Natural Resources, and the Cooperative Extension Service.
